In the above sentence, to be to means "will", yet means "already". So, does the sentence mean the best has already come or that it will come?
"Yet" means "up to and including now", even when it's used with "to be to [verb]". So the best has been coming for a while, and it continues to come, but has not arrived yet.
The best is yet to come. (= The best has not come, but it will.)


Another construction with the same meaning is "to have yet to [verb]":

I have yet to read the book you lent me. (= I have not read it yet.)

To be Likely To...

In English there are many verbs to express possibility or probability, such as may, might, and could. Along with these words, we can also use TO BE LIKELY TO

A.   USAGE

We use this phrase to talk about the possibility of something happening, and we often use it to refer to possible future events.

For example:
' They are likely to ask you about your knowledge of computers in the interview, so you should prepare for that.'

B.    EXPLANATION

When we use this phrase, we are saying that we are confident that something will happen, but of course we are not one hundred percent certain. We think something is very possible, but we also know that we can't be totally sure.

C. OPPOSITE MEANING

The opposite of likely is unlikely. 'TO BE UNLIKELY TO', is used more often, perhaps because people are rather pessimistic about the future.

For example:
' I am unlikely to pass my exams this year.'
In these examples, the speaker is nearly certain that something won't happen.

D. ALSO, TAKE NOTE

The phrase 'to be likely' or 'unlikely to' can be used to refer to past and present time. You simply need to change the form of the verb 'to be'
. For example:
'Sarah was unlikely to know that her boyfriend was a criminal when she first met him.'

"Given that"  is used when  something is assumed to be true and based on that assuming what follows will also be true.
"Given that" refers to the "provided conditions" that help you to presume about any question or query
